Taiwan roads reopened and guests at a Philippines resortreported no unusual waves after Japan’s strongest earthquake in at least a century triggered tsunami warnings across the Pacific, including the U.S. west coast.

Sirens sounded in Hawaii and low-lying areas were evacuated after the Pacific Tsunami Warning Center raised an alert following the 8.9-magnitude temblor off Japan’s northeast, theAssociated Press reported. The West Coast and Alaska Tsunami Warning Center extended the warning to the U.S. west seaboard.

The Philippines, Indonesia and Chile were among more than 20 countries that were told to brace for a possible tsunami after Japan’s coast was engulfed by water. At least 26 people were killed by waves as high as 7 meters (23 feet) and many more are missing, according state broadcaster NHK Television.

US opens investigation into Toyota hybrid SUVs

WASHINGTON: The US government has opened a preliminary investigation into reports of stalling engines in more than 40,000 Toyota Highlander hybrids . 

The National Highway Traffic Safety Administration said on its website it had received 32 complaints alleging stalling engines in Highlander hybrids from the 2006 model year. The probe involves 43,491 hybrids and was opened last week. 

There have been no crashes or injuries reported. Defect investigations can sometimes lead to vehicle recalls. 

Toyota has recalled more than 12 million vehicles globally over safety problems since 2009, but U.S. regulators said earlier this month that electronic flaws were not to blame for reports of sudden, unintended acceleration. 

The new investigation involves reports of Highlanders stalling at speeds of 40 miles (64 kilometers) per hour or more. Some drivers reported the vehicle could not be restarted or was towed to the dealership. Nearly all of the reports were received within the past year.

One of the most closely guarded trade secrets in the history of commerce may be a secret no more: the radio show "This American Life" thinks it has found the exact recipe for the world's most popular soft drink in a 1979 newspaper article.

According to the show's host, Ira Glass, the drink's secret flavoring component, which was created by pharmacist John Pemberton in 1886, is something called "Merchandise 7X." The show's staff recently stumbled across the February 8, 1979 edition of the Atlanta Journal-Constitution, which published an article on page 28 about a leather-bound notebook that once belonged to Pemberton's best friend, another pharmacist in the Atlanta area named R. R. Evans. The notebook contained a number of pharmacological recipes--but the main entry, for students of commercial history, was what's believed to be the exact recipe for the soft drink: all of the ingredients listed with the exact amounts needed to whip up a batch.

U.S. House votes to cut budget by 61.5 billion dollars

WASHINGTON, Feb. 19 (Xinhua) -- The U.S. House of Representatives approved to cut 61.5 billion dollars from government programs in fiscal year 2011 ending September, as the Republican-chontrolled chamber vowed to shrink the size of government.

The vote, of 235 to 189, now goes to the Senate, where Democratic majority have made it clear they view the House cuts as extreme, saying they want to keep spending at the current levels.

The bill would slash spending on many domestic programs by 14 percent, but leave untouched some of the biggest budget items including the Social Security pension program and the Medicare and Medicaid healthcare programs for the elderly and poor.
